Description
If a BTS supports reporting RF interference / noise floor measurements, we should use those measurements in the BSC to determine which channels are better candidates for allocation on a given BTS, and which are no good candidates.
We can also use this information together with a threshold to generate alarms about too high background noise at a given BTS/TRX.

As far as I know, Neels has extended the channel allocation logic to use the interference levels. If so, let's close this ticket.

Making use of RES IND has been implemented since some while ago
(probably tracked it in sysmocom's internal redmine and didn't see this public ticket).
Using it to pick least noisy lchans is off by default, enable this feature by
bts N channel allocator avoid-interference 1
