If we receive an ENABLE RESULT with MO STATE != ENABLED, something went wrong. Make sure this is printed at the according level.

no. A BSC should never exit() on the problem of a single BTS. Why take
out all of the other BTSs juts because one has a problem?
The proper course of action would be to re-start the entire procedure,
i.e. start to re-initialize everything. The easiest might be to stop all
LAPD links for this BTS and then re-start with the 300ms SABM frames and
associated state machines.
