Remove knowledge of the TBF from the BTS object inside PCU

Description
This can be many small patches to reach the goal:
- BTS::trigger_dl_ass is playing with the internals of the TBF. It should not do it.
- Subject changed from Remove knowledge of the TBF from the BTS to Remove knowledge of the TBF from the BTS object inside PCU
- Status changed from New to In Progress
- % Done changed from 0 to 30
Fix has been sent for review in gerrit 3157.
- Blocks Bug #1538: Refactor and remove the global BTS singleton added
- Status changed from In Progress to Stalled
- % Done changed from 30 to 40
Gerrit 3157 has been merged.
