Description
Similiar to #2505. There might be more race conditions like this.

After discussion with lynxis, this is about having a workaround in which USSD code is send after modem states is registered in order to assert we are really registered.

We have been workarounding this since a long time ago (see suites/ussd/assert_extension.py). Probably the situation is better with nowadays ofono anyway.
