there is a chapter "13 SMSCB (Cell Broadcast)" in the OsmoBSC User Manual, which also explains the cfg file for 'cbc' (up-to-date after relatively recent patches changing the cbc config)
It's became Chapter 15 of the osmo-bsc user manual by now, but yes, that documentation seems sufficient for now.
