Description
osmo-bsc now has handover decision algorithm 2 as well as inter-bsc handover, both of which are hardly documented at all.
Add a new chapter to the osmo-bsc manual and outline each aspect of handover configuration, as well as sane initial choices and ways to tweak.
Make sure to clarify the legacy neighbor list config vs. the new 'neighbor add bts N' or 'neighbor add lac-ci 123 45'.

I've started an osmo-gsm-manuals OsmoBSC/ chapter on a branch, but it gets sidetracked by cleaning up remaining handover issues that I realize as I am documenting it.

I have re-read the osmo-bsc usermanual on Handover as well as the VTY doc for handover config items.
Applied some tweaks, but find things sufficiently explained. Resolving now until further requests arise.
