add a README about the python dependecies

Description
The repository does not contain a README nor a requirements.txt which describes the python dependencies
It should include at least:
- pyusb
- pysispm
- python-smpplib
- Status changed from New to Resolved
- % Done changed from 0 to 100
Big update of User Manual in this commit mentions the dependencies:

It also mentions the existance of the Ansible scripts.
There's also check_dependencies.py in the root osmo-gsm-tester.git dir which should check for dependencies. It may need some updating though.
