Cellular Network Infrastructure

I would like to review, possibly discuss and finalize the Osmocom release process.
There have been various discussions and efforts to obtain a formal and concise release process that is well documented.

Related: there is a plan to bump the new repositories split from openbsc.git to 2.0.0 once we have settled them in.
For this, I want to have a well-defined release process in place, use it and make sure it is documented properly.
