test BSSMAP RESET from MSC to BSC

Description
I implemented MSC-originated RESET in the laforge/msc_reset branch, this needs testing/verification.

There's a patch in the laforge/msc_reset branch (93133563fdb7045dddeb74c521cfd257b5ee34dc) waiting to be tested since 2013. If this functionality hasn't alrady been added as part of the bsc/msc split work, please test the patch. otherwise, feel free to delete my old branch from the repository.

Currently we do only support the BSC sided reset procedure. However, I think the patch does not really fit anymore in the code base. I have revised the BSC sided reset fsm code and generalized it. We can now used it the same way from the MSC side. By now the BSC already supports receiving reset request from the MSC, but The MSC can't send them yet.

BSC and MSC are now performing the reset procedure. This makes a lot more sense compared to the BSC only reset we had before.
