general idea: separate GSUP spec document

Description
we have GSUP specs in the osmo-gsm-manuals, but they are common chapters included in various usermanuals, i.e. somewhat hidden.
Maybe we should instead publish the GSUP specs as a distinct PDF so that it is more visible?

i am not completely sure which project/repo this should go into:
- the asciidoc is currently in osmo-gsm-manuals
- the code is in libosmocore gsm and in osmo-hlr.
where do we want the pdf to be generated? in the manuals project or in libosmocore?

I would have it in osmo-gsm-manuals
ping after 5 months? this looks like a 1 hour task?
