AoIP Speech Codec Configuration for AMR/HR is wrong

Description
3GPP TS 48.008 v 14.2.0 Rel 14 Section 3.2.2.103 states clearly which S bits are permitted/set for AMR/HR. We send them wrong, possibly simply the bytes have not been swapped?

The test seems to fail because the channel config lacks a TCH/H. However, when one changes one channel to TCH/H, then TC_chan_exhaustion fails.
