add jenkins 'axis' for building with/without USRP1 support

Description
Now that we have a libusrp.git in osmocom.org, we should change the osmo-trx build jobs to
- make sure we build libusrp before osmo-trx
- build osmo-trx --with-usrp1 and without
- Priority changed from Normal to Low
- Related to Bug #3218: Add libusrp to osmocom debian repository added
- Status changed from New to Feedback
- % Done changed from 0 to 70
Now that we build several binaries, we don't really need an axis, as we can build all together. I created a patch to also build libusrp and osmo-trx-usrp1: https://gerrit.osmocom.org/7938

we are already bulding jenkins.sh and OBS with libusrp and osmo-trx-usrp1, closing this one
