there's a partial osmo-bts-virtual implementation in the laforge/virt-bts.

Partial in the sense that it can already transmit downlink via GSMTAP, but it doesn't yet implement uplink reception via GSMTAP. If the latter part was added, osmo-bts-virtual was complete and could interact bidirectionally with virtual phones.
