Description
As OsmoSGSN is currently GPRS/EDGE only, this question hasn't arisen yet. But that is scheduled to change, and we will need to consider cell changes between GPRS/EDGE and UMTS/HSPA and vice-versa. We might need to implement some additional RLC messages for that?

laforge, is there something needed here from the point of view of PCU that I'm not aware of?
The PCU could do lots of things to help both intra-rat and inter-rat cell change (NACC) but this is all optional and not what this ticket is about. I'm currently not aware of something mandatory we need to do in the pcu.
