The Abis/IP interface as implemented in the nanoBTS products supports securing the RSL and OML links using SSL/TLS encapsulation.
However, libosmo-abis based software like OsmoBTS / OpenBSC / OsmoNITB currently does not impement this.
The code should make use of (at least) either of OpenSSL or GNUtls in order to secure Abis/IP connections.
