In theory this should be fairly trivial to mogirate over. It uses a tx_queue anyway for writes today, so handing those msgb's over to osmo_io should be easy.
However, the user API of ctrl is a nightmare and it exposes a lot of internal details - among them are the use of ctrl_connection by a ctrl CLIENT from sysmobts_mgr.
Let's not do this now, the performance of CTRL is not that significant.
