Description
In osmo-stp we always had the rule that setting the routing context to the magic value 0 meant don't use a routing context IE. This has been working (and is actually tested) for SG role.
However, for ASP role, the M3UA ASPAC/ASPIA messages currently do in fact contain a routing context IE with 0 value.
