GMR (GEO-Mobile Radio) is a communication system specified at ETSI (European Telecommunications Standardization Institute).

GMR is based heavily by GSM, which was also originally specified by ETSI.

As there are so many areas of overlap and re-use between GSM and GMR, the GMR specifications in fact only

specify the differences to the GSM system.  Many GSM documents are referenced completely, others on a paragraph/chapter

base.
