osmo-mslookup-client is installed by 'make install' in osmo-hlr, but apparently is not packaged in debian

Description
add osmo-mslookup-client to the osmo-hlr installation
...or create a separate debian package? (doesn't make much sense)
...or include it in the libosmo-mslookup0.install instead? (a lib shouldn't install binaries though, right?)

libosmocore does install binaries like osmo-arfcn and osmo-config-merge, so why not?

I quickly created a separate package containing osmo-mslookup-client:
https://gerrit.osmocom.org/c/osmo-hlr/+/27075 debian: add new 'libosmo-mslookup-utils' package [NEW]
The 'contrib/osmo-hlr.spec.in' needs no modifications, since it already defines 'osmo-mslookup-client' package.
P.S. We may want to install 'contrib/dgsm/*' to '/usr/share/osmocom/' as part the new package too.
