Description
looking at osmo_bsc_filter.c, I notice that we probably don't want any of this to remain in osmo-bsc:

- we are modifying the LAI in a Location Updating Accept message. I'm pretty sure we don't want to do this in osmo-bsc ever.

- we are modifying the MM info, see bsc_patch_mm_info()

I'm least sure about the timezone information that osmo-bsc overwrites in the MM info,
I dimly remember an explicit request to be able to run BSCs in different time zones...
Which parts of this can be dropped?
