The first bug is fixed by https://gerrit.osmocom.org/7431

Now match_codec_pref() succeeds. However, RSL activation and 04.08 assignment are still FR, as is the ASSIGNMENT COMPLETE.

With in addition the two new patches https://gerrit.osmocom.org/#/c/7433/ and https://gerrit.osmocom.org/7434 applied, it looks fine for AMR/FR. The BSSMAP, DTAP, RSL, MGCP and IPA-CRCX all state the correct codec.
