Description
In current OsmoBSC, if the MSC requests a channel activation with permitted codec list consisting only of EFR (FR2), OsmoBSC gets it wrong and
- activates the RSL channel as FR
- sends an ASSIGNMENT COMPLETE as FR
This is clearly wrong.
