BSC_Tests doesn't yet contain intra-BSC hand-over testing

Description
The BSC_Tests testsuite doesn't yet do testing of intra-BSC (inter-BTS) hand-over. This means we cannot yet automatically test related code in OsmoBSC.

My branch laforge/wip, specifically change Ic47e639a7c8640c736c84a44780fc8e111a64b52 contains a hand-over tests which gets already up to the IPA CRCX/MDCX + corresponding ACK. It is now waiting for the MGCP MDCX for the RAN side connection...
