OsmoMSC is sending *two* BSSMAP CLEAR COMMAND in response ot one CLEAR REQUEST

Description
When the BSC sends one CLEAR REQUEST we don't expect the MSC to follow-up with two CLEAR COMMAND. See attached trace.

A fix of the issue itself is coming up on osmo-msc branch neels/fsm_refactor. Just need to get it merged along with the other refactorings.
