osmo-hnbgw missing reasonable default configuration for sigtran

Description
unlike e.g. osmo-bsc, osmo-hnbgw doesn't have a reasonable "sane" default configuration. The config includes "127.0.0.5" as an IP address which is not mentioned/documented anywhere. Also, it uses the undocumented hard-coded point code.
By default, it should probably use:
- 127.0.0.1 as STP address
- 2905 as STP port
- 0.23.2 as dest point-code for the MSC (the MSC already uses this as default for IuCS)
- 0.23.4 as dest point-code for the SGSN (TODO: OsmoSGSN needs to use this as default)
- 0.23.5 as its local point code

So far uses 127.0.0.5 as local ip-address to connect to STP, which doesn't make any sense.

According to [[Cellular Infrastructure:Point Codes]] the MSC PC is 0.23.1. Merged by https://gerrit.osmocom.org/4977 a while ago.
