Description
create a tool, preferably in C to avoid additional dependencies and reinvetions of DB API, to import OsmoNITB database subscribers to an OsmoHLR db.

initial implementation already works. Need to review/reflect, submit on gerrit, document on [[cellular infrastructure:OsmoNITB Migration Guide]]

osmo-hlr-db-tool is merged to osmo-hlr.deb master, needs some minor tweaks yet, but considering this as resolved
