closedjenkins: build with and without PFCP / PFCP timers are missing from VTY reference

Description
osmo-hnbgw/contrib/jenkins.sh builds without PFCP support.
Hence the PFCP VTY commands are missing from the VTY reference manual.
We could add '--enable-pfcp' to contrib/jenkins.sh,
but I guess we should build both with and without PFCP support?
Please take a look what the gerrit verifications and master builds actually do,
change so that osmo-hnbgw is tested both with and without PFCP support,
and also make sure that the build generating the VTY reference builds with --enable-pfcp.

You're fast, thanks! And I'm glad I delegated, because I see in the patches
that by now you know our jenkins a lot better than I do.
(I remember the days when we created osmo-ci.git like, what, 6 years ago, and I
knew everything about all the jobs -- it's great to see that it became the
foundation for the cool infrastructure we have today)
