July 1st marked the end of Debian 9 LTS which is a good point in time to move away testing on that platform.

The point of running the tests on suhc an old OS was mainly to get closer to our eventual users. While developers tend to test things on the latest and greatest distro of their choice, the end users tend to be rather conservative. Hence, it's good to test against the "oldest supported Debian" in the CI.

So let's update the various jobs from stretch (9) to buster (10).
