Description
In the early E1oIP proof-of-concept we hard-code IPs and ports on both sides.
As we expect most clients to reside beind NAT (residential/consumer internet access), we need to handle situations where ther IP address (and port, of course) changes.

this has been implemented as part of https://gerrit.osmocom.org/c/osmo-e1d/+/27588
only the server needs a known/static IP+port anymore, clients can connect from any dynamic IP address they want.
