Bug #4962
closedadd setup.py to pySim

Spec Reference:
Description
intreestingly, pysim does not have a setup.py file, and hnece doesn't follow the standard conventoins of python software in terms of testing for dependencies, etc.
We should change that.
I would delay it until after we merged the pysim-shell code, as that one introduces a whole bunch of new dependencies, and it makes sense to gather the list of dependencies at that time.
