Description
Right now both -lc15 and -sysmo bts have mgr implementations (under misc/ directory) which is largely copy-paste but diverge more and more over time. Would be nice to extract common parts (into common/misc?) to make sure that they benefit from improvements to both code bases. This would also help to keep interfaces (cli, ctrl etc) the same.

yes, that would be very nice. However, I think in general the
responsibility to bear the related effort is with whoever is responsible
for duplicating the code in the first place.
