In case of osmo-bts a SAPI release indication and other GSM 08.58 (section 8.3 "Radio link layer management messages") messages include extra bytes (e.g. the L3) messages. This is garbage and most likely because of lapdm.c (http://projects.osmocom.org/projects/libosmocore/repository/revisions/1a87c1b1891262e063d3bc862a8a1babef943f74/entry/src/gsm/lapdm.c#L393)
* We should see how the msgb looks when calling these routines
* Either fix the input in osmo-bts or the routine to never go through the send_rslms_rll_l3 routine
