In order to support GSM-R ASCI, we'd need VGCS/VBS support.
This consist of:
* notification messages (via PCH/SI1-RO and/or NCH)
* the concept of uni-directional TCH
* talker detection as per Section 4.13 of TS 48.058
* listener detection as per Section 4.14 of TS 48.058
* channel activation for group / broadcast channels (depending on RSL Channel Mode IE)
