Answer to remote mslookup mDNS requests:
Reply to gsup.hlr.123456.imsi requests when the IMSI is in the local HLR db;
Reply to foo.123.msisdn requests when the recipient MSISDN is attached at a local MSC (this HLR is the first GSUP proxy) with service addresses configured in osmo-hlr.cfg
