Description
When starting the BSC the first time, the BSC will perform a RESET to the MSC, which the MSC will acknowledge.
For some reason, the MSC itself then sends a RESET to the BSC. Why does it do that? The MSC has not lost any state.
To make things worse, the behavior changes for subsequent restarts of the BSC. Suddenly, the MSC does not return with a RESET procedure after the BSC performs RESET.
