Description
In handover_fsm.c, all states use T 23042. Instead, we should either re-use existing timers or add new X timers that are VTY configurable.
- Assign timer numbers on https://osmocom.org/projects/cellular-infrastructure/wiki/List_of_Timer_numbers
- add them to gsm_network_T_defs in net_init.c
- use them in handover_fsm.c
(until then, all timeouts end up being 5 seconds, the default value in ho_fsm_state_chg())
