note that we probably should introduce a BTS feature for ASCI (or even separate for VBS/VGCS?) and then the BSC should only send the SI to those BTS that report supporting this feature.

FYI, in order to validate the encoding against a 3rd party decoder, you could

run this code in a virtual Um setup and look at the GSMTAP frames in wirsehark
(ask somebody to) run this code and use a TEMS phone or the like and check the decoded output (send screenshot pic or whatever)
run the code and copy+paste the generated hexdump into one of the online GSM RR message decoders that can be found
