gr-osmosdr is compiled from source for gnuradio 3.9

When module osmosdr is imported I receive the following error,

File "/usr/local/lib/python3.8/dist-packages/osmosdr/__init__.py", line 21, in <module>
    from .osmosdr_python import *
ImportError: generic_type: type "sink" referenced unknown base type "gr::hier_block2"

Note: path variables for python are properly set
