Description
Every AMR RTP frame the BTS receives in downlink contains a CMR (codec mode request) field, indicating what kind of codec mode the remote peer wishes to receive.
As per 3GPP TS 45.009 Section 3.1.2, we should use this CMR field, compare it with the CMC the local rate adaptation would normally choose and then forward the lower of both as actual CMC to the MS.
