This test was introduced in Build 12 of PCU_Tests.ttcn, but has so far (Build 22) not succeeded once: https://jenkins.osmocom.org/jenkins/view/TTCN3/job/ttcn3-pcu-test-sns/test_results_analyzer/

Let's investigate what's going on here

The pcu doesn't handle bvc reset from SGSN.

If TS 48.018 permits BVC-RESET in the MT direction, then the PCU (and/or NS2) should be fixed to handle it. Especially as people are using OsmoPCU with third-party SGSNs, I don't think we can afford not supporting such a basic operation.
