In openbsc, there is a new and better CTRL implementation, now adopted in the python tests:
openbsc/openbsc/ipa.py
Copy (?) that to the osmo-gsm-tester, replacing the current CTRL code (that came from the old tester and looks rather bad).

note https://gerrit.osmocom.org/4271 wich adds ipa.py to osmo-python-tests.git as osmo_ipa.py ... not sure if we want to depend on osmo-python-tests.git or copy to osmo-gsm-tester.
