Can only send a maximum of 15 SMPP messages?

Description

I am currently using SMPP to send SMS messages to a device connected to my GSM Core Network ( via LTE ).

For some strange reason however, once the MSC sends 15 messages, they stop and I can't send anymore.

I've had a pretty extensive search around the code as to why this might be happening but can't for the life of me work out why.

This was not an issue when using the previous OpenBSC SMPP ( 0.15.0 ).

Any help would be greatly appreciated !

please provide a pcap file showing (at least) the SMPP + SGs traffic
covering both the working case (before 15) and the non-working case
(after 15). Ideally you'd also provide a osmo-msc log file (either
textual log or gsmtap log in the same pcap above) with "logging level"
debug of "smpp", "sgs", and "ref" sub-systems.

Unfortunately I am not in a position to perform a packet capture today however, the following issue is identical to what I was seeing. It has a pcap attached !
