Description
We now have RPM spec.in files in the latest tags of all our repositories.
still, https://build.opensuse.org/project/monitor/network:osmocom:latest doesn't show any builds for CentOS8 of libosmo*.
- the builds are enabled in OBS, but
- the spec files somehow are not added to OBS, making OBS unable to build

Fix and patch to run it every time, so we can add the spec file even though we did already push the latest versions to OBS:

patch was merged yesterday, but builds of tonight (about 2am CET) still exhibit this problem, see https://build.opensuse.org/package/show/network:osmocom:latest/libosmocore without spec file.
