In https://gerrit.osmocom.org/c/osmo-bsc/+/20399 we changed all NM (TS 12.21) MOs administrative state to be LOCKED at start-up.

We always have to keep in mind that there are non-TS-12.21 BTSs around, at least Ericsson and Nokia.

Therte's an ancient check in e1_config.c:133 which rejects any uplink RSL message while the TRX is still LOCKED, so all we get on those BTS is:
