closedOsmocom-repo-install-centos tests fail since UPSTREAM_DISTRO

which is failing for 4 consecutive days now (and will fail today again), ever since the UPSTREAM_DISTRO related patch was merged to docker-playground.git.
For some reason, when building the CentoOS container, the job now wants to use debian:streatch as FROM, instead of the centos base image. And then of course there's not 'dnf' when trying to install the packages.
