Description
So far a CBSP RESET sent to osmo-bsc fails to clear pending timers to terminate PN broadcast.
The PN broadcast is terminated (by a zero payload message) 5 seconds after a PN broadcast was instructed.
Instead, all cells indicated by the RESET should immediately stop PN broadcast,
i.e. immediately send zero-payload write commands to all affected cells,
and immediately clear all pending timers.
Also clarify whether there is other state in osmo-bsc that should be cleared on RESET but isn't.
