Description

Instead of a hardcoded CHAN_ACT_DEACT_TIMEOUT,
timeslot_fsm.c should have an osmo_tdef scheme similar to lchan_fsm.c, and the PDCH act/deact timeout should thus be configurable.
It should probably use an X-timer (osmocom specific negative timer number), not the currently used invented 23001.
