Description

when enabling gprs in the vty "network<cr>bts0<cr>gprs mode gprs<cr>write<cr>" the written config contains an invalid value for the gprs

There is no such command.
Error occurred during reading the below line:
  gprs cell bvci 0

<0004> ../../../git/src/osmo-bsc/osmo_bsc_main.c:513 Failed to parse the config file: '/etc/osmocom/osmo-bsc.cfg'
Bootstrapping the network failed. exiting.

the bvci has a valid range of 2-65535, so changing the default from 0 to 2 should be enough.
