Description

Just like we do in OsmoHLR, it would be great to have a "fail-safe" timer also on the MSC side that would release a transaction in case if the HLR becomes unresponsive.

https://gerrit.osmocom.org/#/c/osmo-msc/+/11991/ was introduced as a workaround
for the buggy libosmocore's GSM 04.80 API, but this approach was not accepted.

I have no time to fight with libosmocore's GSM 04.80 API anymore, so unassigning myself.
If anyone needs this feature to be merged soon, feel free to take over.
