Description

The struct member bts_tx_pwr is no where set, but it is included in the measurement report when rsl_tx_meas_res() in rsl.c runs. This is odd. It should have a value and since the transmit power of the BTS is fixed, this will a fixed value derived from the bts configuration. We also may check if RSL_IE_BS_POWER is optional and if it is optional we could just leave it out.
